At the least the basis of him learning that while he may not have true free will, he CAN choose how to interpret the rules he has, as liberally as he needs to.
This may indeed have been a seminal event in the evolution of the Chrome Cowboy’s personality…!

CC seems to be like Scale in that matter. She too loves loopholes:

I just realized… The title of this arc finally makes Chrome Cowboy’s name canon, doesn’t it?
